Seasoned restaurateurs open a tasty two-for-one enterprise

The most recent addition to the Russian Market (Tuol Tom Poung) neighbourhood’s fast-growing food scene is a two-for-one.The dual-concept space has a Spanish tapas bar upstairs called Tipico with an Asian-themed burger joint called Roots and Burgers below.
Both spots are set to stay open until 11pm – a novelty in an area that on most nights dozes off quite early. Tipico opened last week to a large crowd, while Roots and Burgers will start serving customers in the coming days.
The project has been carefully planned by Tania Unsworth and Marco Julià Eggert, a European couple who have come up with a running list of restaurant ideas while living in Phnom Penh for the past three years.

A French missionary bishop who spent decades helping revive a decimated Catholic community in Cambodia after the devastation of the Khmer Rouge, died on Jan. 28.  Bishop Emile Destombes died at the age of 80 in his home in Phnom Penh, after receiving Holy Communion from his successor, Bishop Olivier Schmitthaeusler of Phnom Penh.  Born in 1931 in Roncq, France, Emile Destombes was ordained to the priesthood in 1961.  He was appointed coadjutor vicar apostolic of Phnom Penh in 1997, succeeded in 2001 and retired in 2010.

A member of the Paris Foreign Missions Society, Fr. Destombes was sent to Cambodia in 1964, at the age of 29.  As civil war worsened in the 1970s, Father Destombes risked his life smuggling food to thousands of ethnic Vietnamese imprisoned as part of the Lon Nol government’s anti-Vietnamese campaign.  With hundreds of thousands of war refugees flooding into Phnom Penh in the first half of the decade, Father Destombes worked to provide them with housing and assistance, allowing them to ultimately become self-sufficient.  He also stood with the people of Phnom Penh on April 17, 1975, welcoming the approach of the Khmer Rouge - whom they believed would bring long-awaited peace.  One of the last foreigners to leave the country, Father Destombes stayed in the French embassy for 15 days, before finally being expelled from the country.

After spending the next 14 years teaching in France and carrying out missionary work in Brazil, Father Destombes returned to the region in 1989, where he worked with Cambodian refugees along the Thai-Cambodian border.  In 1990, the government returned Catholic churches and allowed the community to freely worship once again.  Fr. Destombes went to Phnom Penh, celebrating Mass at his house while readying the church for the first services in 15 years.   As he grew sick, he remained committed to Cambodia, wishing to die and be buried in his adopted homeland.  (Source: UCAN)

PHNOM PENH, Jan. 30 (Xinhua) -- Cambodian Deputy Prime Minister and Foreign Minister Hor Namhong on Saturday advised the country's ambassadors and consuls-general to focus on attracting foreign tourists and investors.
"To attract more tourists to Cambodia, the issuance of visas (to tourists) entering Cambodia must be done as soon as possible and overcharging the formal visa fees must be avoided," he said during a meeting here with 26 ambassadors and eight consuls-general to countries.
He instructed them to promote Cambodia's investment potential and favorable law and regulation to foreign investors.
In addition, the deputy prime minister told the diplomats not to spare effort in assisting Cambodian citizens living, studying and working overseas. Enditem

As many as 1,000 protesters are expected to greet Prime Minister Hun Sen in California next month when he attends the US-ASEAN summit, according to one of the demonstration’s organisers.

The premier on Monday warned that any rallies that met him during his trip – the first time he’s been invited by a US president to visit the country – would spark ruling-party demonstrations against opposition leaders in Cambodia, a threat which raised the spectre of pro-government protests in October that ended with two Cambodia National Rescue Party lawmakers being savagely beaten outside parliament.

The CNRP, and its US fundraising networks, were quick to distance themselves from any planned protests after the warning, a position spokesman Yim Sovann maintained yesterday.

But members of the Cambodia-America Alliance say they’re undeterred, and will hold a “rally against tyrant Hun Sen” at Sunnylands resort in Rancho Mirage.

“On February 15th, 2016, in this free country, we will have the opportunity of a lifetime to confront a dictator who has oppressed the Khmer people in our Kingdom for far too long,” the group’s president Vibol Touch wrote in a message online.

Cambodia is set to reclaim the last of the statues looted from the Koh Ker complex known to be kept in public collections, with a US museum agreeing to relinquish the piece from its permanent collection.

The statue of the warrior god Rama has been held by the Denver Art Museum for nearly 30 years. However, museum representatives said this week that the artefact will soon make its return to Cambodia, though an official agreement has not yet been reached.

The Rama torso – missing its head and its feet – remained on display in the museum’s Asian art gallery until last month.

“The Denver Art Museum is currently in the process of returning the 10th century Khmer sandstone sculpture to the Kingdom of Cambodia,” Christoph Heinrich, the museum’s director, wrote in an email to Post Weekend.

“During the course of research into works in the Museum’s collection and following outreach to our colleagues in Cambodia, the DAM became aware of new facts related to the piece’s provenance that were not available to the museum when the object was acquired in 1986.”

Repatriations of relics from the remote Preah Vihear province complex’s Prasat Chen temple first captured international attention three years ago, following an archaeological dig that uncovered a number of empty pedestals.

As official Khmer translator for the Soviet embassy in the twilight of the Cold War, Oleg Samorodni was privy to a lot of sensitive material. More than 30 years later, he remembers some parts of that tense time as if they were only yesterday
It was a hot day in Phnom Penh in the late 1980s when a football match was organised at the sprawling embassy of the Soviet Union. But the players were hardly run-of-the-mill. The captain of the away team, composed of senior Cambodian government officials, was Hun Sen – then, as now, prime minister – while his opponents were all Soviet embassy employees.
Oleg Samorodni, a writer and journalist now living in Estonia, remembers the friendly match well: as the chief interpreter of the embassy, he was picked as the referee. Not that one was necessary. To ensure warm relations between the USSR and the Vietnamese-backed regime known as the People’s Republic of Kampuchea, the match was fixed.
“Before the match, the [Soviet] embassy met … and we decided there would be a draw,” Samorodni remembered with a chuckle during one of his recent visits to the Kingdom.
Samorodni, whose three-year service sparked a passion for Cambodia, offers a unique window into the Soviet Union’s history here and its relations with the country’s ruling clique, which remains at the nation’s helm to this day.
Samorodni arrived in Cambodia in 1986, after studying Khmer intensively at the Moscow State Institute of International Relations. At the time, Phnom Penh was a much quieter town. Still recovering from five years of forced abandonment during the Khmer Rouge, infrastructure was terrible, restaurants few and far between, and tourists close to zero.
The embassy was not considered a particularly strategic posting, and the Soviet Union was content to let Vietnam, a close ally, run Cambodia as it had since its toppling of the Khmer Rouge in 1979.
Young and eager to use his fluent Khmer, Samorodni remembers coming up with various initiatives – such as analysing Khmer Rouge radio broadcasts – that were tolerated but hardly encouraged.

The Khmer Rouge along with the brainwashed Khmer Vietminh killed millions of Khmer people in the purpose of having a clean non corrupted society. Vietnam wanted to have Khmer land. Killing millions of Khmer people was one of Vietnam's plans too.

Therefore, we must watch out on something we had wished for. Something that you wish to have might be inadvertently one of Yuon's plans.

Now look at your LDP party.
I have watched and listened to most of your tapes. They are all about the same concept - mostly insult the CNRP.

You told your supporters that you and your LDP party represent "good deeds" while the CNRP's leaders and the CNRP represent the evil, the bad deeds.

Everyday you keep attacking incessantly Sam Rainsy, Kem Sokha and the CNRP at a time when the country is governed by the Yuon's slave party CPP.

Vietnam's strategy has never been straight forward. For example, when Vietnam wanted to kill Khmer people, they created the Khmer Vietminh and let these Khmer Vietminh to kill Khmer. The International community cannot see who was the real Khmer killer.

NEC chief calls for registration tech help

The president of the National Election Committee yesterday appealed for tech-savvy students and civil servants to help the body organise new digital voter lists after a trial of the system last year threw up an array of technical challenges.

NEC head Sik Bun Hok made the call-to-arms during a seminar in Phnom Penh to organise regulations and procedures for voter registration ahead of the local and national elections in 2017 and 2018, respectively.

Among the event’s 185 attendees were NEC officials, representatives of the UN, NGOs, diplomats and election experts from Japan and the European Union, who praised the NEC’s progress but underscored the need for transparent and accessible voter lists to consolidate confidence in the system.

Addressing the crowd, Bun Hok said the NEC “desperately” needed computer-literate students and civil servants to help register voters, adding an announcement would be made soon on the recruitment drive, which would prioritise women and disabled applicants.

School of Vice: Not much has changed in the manner in which Vietnam continually and or intermittently thrusts its blood-stained dagger deeper and deeper into the heart and soul of its immediate, hapless neighbour to the south-west over the last 300 years or so. In the 1960s, North Communist Vietnam's clandestine use [with Sihanouk's secret blessing] of large swathes of Cambodian territory in its war effort  vis a vis South Vietnam and its US ally had been the most critical contributing factor behind the nationalist outrage and disaffection with his rule that had in turn culminated in the 18th March 1970 coup, and had also formed the rationalisation for the US's clandestine carpet B-52 bombing campaign lasting a number of years prior to the coup itself. 

Then, just as today, this catastrophe and betrayal against the people and nation of Cambodia rests heavily upon Hanoi's ability to exact compliance and collaboration out of the selfishness, cowardice, treachery and greed of the unconscionable Cambodian ruling elite. No matter what tragic fate shall eventually befall the long-suffering people of this small nation, this odious elite will always comfort itself with the certainty that their swollen foreign bank accounts will provide them with security and luxury for generations to come...

An anonymous complaint against a deputy regional military commander filed to the Anti-Corruption Unit, which included allegations of skimming from soldiers’ salaries, has been dismissed by Defence Minister Tea Banh as untrue following a Ministry of Defence investigation.
The ACU on Wednesday posted a synopsis of the undated complaint on their Facebook page, which levels a number of accusations against Kandal deputy regional military commander Chhea Sidara, including reducing soldiers salaries by 28,000 riel ($7), creating more than 100 ghost workers in order to bring more money into the division, not paying for electricity on his farm and making 35 staff members complete work on his own property.
In response, a letter from Banh dated October 16, 2015, which was also posted on the ACU’s Facebook page on Wednesday, rejected the accusations.
Banh’s letter dismissed eight of the allegations out of hand, though it conceded that “salary cutting goes against the principles set forward by the higher authorities”. But even that, it said, had been done “with the consent of his inferiors”.
Banh said the Defence Ministry’s investigation concluded that soldiers had agreed among themselves to donate 10,000 riel to the families of lost soldiers.
The letter does not account for the discrepancy between that figure and the 28,000 riel number cited by troops.

At least two people were killed and another six injured in a series of shootings across the country on Wednesday night, in the latest bloody chapter of an ongoing crime wave critics say police are not doing enough to combat. 
A home invasion robbery in Battambang left one man, 54-year-old Phearng Phon, dead and three others injured after five men armed with an AK-47 assault rifle and a K-59 handgun fired multiple shots in the province’s O’Daleur village, according to Kamrieng district police chief Phan Vannara. 
“After the shooting ended, the robbers stole a necklace, a gold ring and 3 million riel [about $740] and disappeared,” he said, adding that the police were holding five suspects for interrogation. 
He would not disclose their identities.
Hours after speaking to the Post, Vannara was suspended from duty, according to Battambang provincial police chief Sar Phet, who declined to disclose the reason for his suspension. 
On the same night, an 18-year-old man in Peam Tong I village in Kampong Speu province was shot dead by an unidentified shooter while rushing alongside other villagers to extinguish a fire engulfing a neighbour’s house, according to acting commander of Phnom Sruoch district military police Ouk Khoeun. 
“The victim had been shot three times, once in the left eye, once in the nose, and another in the jaw,” Khoeun said. The shooter has not been found. 
In yet another seemingly random act of violence, Phat Tab, 35, was injured after being shot at while closing the door to his house in Kampot’s Prey Peay village, according to Chhouk district police chief Huon Sivutha. 
“This is an attempted murder case driven by spite, since after taking his shots, the shooter immediately disappeared without taking any wealth off the victim,” Sivutha said.

The man charged with prosecuting former Phnom Penh Municipal Court president Ang Maltey yesterday spent the lion’s share of his speaking time lobbying the court to reduce the disgraced judge’s embezzlement charge to a lesser offence, citing his years of loyal service to Cambodia.

The request by Kandal provincial deputy prosecutor Ek Sun Reaskmey came during the first and only day of Maltey’s trial at Kandal Provincial Court, which is examining accusations he granted bail to police officer-turned-drug trafficker Thav Thavy in exchange for an Audi SUV, which he then allegedly gave to his son.

Sun Reaskmey argued that Maltey’s removal as municipal court judge was already a form of punishment and should be taken into account in asking presiding judge Nguon Vuthy to downgrade the disgraced official’s embezzlement charge to ones dealing with “unlawful exploitation”.

The move would halve his potential jail term from a maximum of 10 years to a maximum five-year term.

“I request the presiding judge to change the charge . . . because [Maltey] has already had an administrative punishment by being removed as the director of the Phnom Penh Municipal Court and he has served the nation for 32 years,” said Sun Reaskmey, who also noted the defendant’s ill-health.

“There is no document to show that he has intentionally destroyed or embezzled, or that shows the car belongs to him; the car still has the same white colour and is in same condition, there is no destruction.”

In 2015 Cambodia has been hailed for its accomplishments in meeting its Millennium Development Goal (MDG) targets. The recent UN report calls Cambodia an ‘early achiever’ performing particularly well on poverty alleviation. The Cambodian economy grew on average 7.8 per cent in 2004–2014, achieving one of the fastest growth rates in the world during this period.

The robust economic growth has lifted five million people out of poverty during the past decade and Cambodia’s poverty rate had been reduced to 14 per cent, down from 53.2 per cent in 2004. At the same time, an increasing number of Cambodians are entering the middle class. In 2016, Cambodia’s economic status will be elevated to the level of a lower-middle income country and the nation will be leaving the league of developing countries.

Undeniably, improved governance and democratic reforms have significantly contributed to this achievement. In particular, the 2013 election results have prompted the government to address a number of problems such as the elite-spawned land-grabbing, underpayment of factory workers and teachers, tax evasion by the corporate sector and soaring electricity prices. It is the government’s ambition to transform Cambodia into a middle-income country by 2030 and a high-income country by 2050.

Cambodia’s economic achievements form a stark contrast to the country’s continued appeal to donor nations to provide aid and low interest loans. China, Cambodia’s most important donor and investor, again pledged to import 100,000 tons of rice from Cambodia annually beginning in 2016, construct a hospital in Tbong Khmum Province and give Cambodia a US$157 million grant.

Khema is the name given to the delightfully sophisticated French restaurant, café, wine bar, boulangerie, patisserie, charcuterie and fromagerie that is the epicurean heart and soul of the Arunreas Hotel. 
 
The title comes from ancient Khmer traditions, Khema being the name of one of the most significant female figures in all Buddhism. Khema was said to be a queen and a woman of unsurpassable beauty. The Lord Buddha taught her about the impermanence of all things and once she accepted and understood his teachings she become an “arahant,” a person who is “perfected” by the attainment of enlightenment. The Buddha considered Khema to be most wise among all his nuns and often referred to her as “Khema of Great Wisdom.” To this day, the name is associated with someone who is insightful, responsible and well grounded. 
 
As I enter Khema restaurant I am greeted by its manager, Marina Quadrao, a woman no less striking than her restaurant’s namesake. Marina was born in France to Cambodian parents who had fled the Khmer Rouge. She returned as a fusion of Khmer grace and Parisian sophistication. 
 
The restaurant, which perhaps could be described as a food and wine center, runs along the side of this very stylish boutique hotel, which houses a mere 12 bespoke designed, luxury rooms. From the dining space there are views out onto the terrace or, in to the walk-in wine cellar. The bar divides the space between the white linen and upholstered comfortably luxury of the restaurant and the visually appetizing display of cakes, breads, meats and cheeses in the café area. The restaurant can seat around 40 people and the café manages around 20. The whole design of the establishment is a discerning collaboration between elegant Khmer beauty and sophisticated French style. 
 
Khema imports its own cheeses, air flown from France a few times every month; it also imports and prepares its own meats. The meats and cheeses are selling well among locals and repatriates, as too are the house baked cakes.
 
Every Thursday evening the restaurant hosts a wine and cheese affair, ($22 per person including tax) guests enjoy copious amounts of imported cheeses and fine French wines from 6pm. Not surprisingly these nights are extremely popular.

Meeting on Thai border has crime focus

Senior officials from Cambodia’s Defence Ministry will leave for Thailand today for the 11th General Border Committee, which aims to strengthen cooperation between the two countries, particularly on cross-border crime.
The delegation will be led by four-star General Neang Path, secretary of state for the Ministry of Defence, and will spend three days meeting with their opposite numbers from the Thai Defence Ministry. 
Cambodian Defence Ministry spokesman Chhum Socheat said the delegations will discuss, among other things, drug smuggling, human trafficking, illegal logging and the smuggling of artefacts.
The UN Office for Drugs and Crime estimates transnational crime generates at least $100 billion a year in Southeast Asia. “Recent data indicate increased trafficking and smuggling across borders across the Mekong region,” UNODC representative Jeremy Douglas said in an email.
Not on the agenda, said Socheat, is the International Court of Justice’s July 18 order that Cambodian and Thai troops withdraw from the demilitarised zone surrounding the Preah Vihear border temple.
