BANTEAY VILLAGE (Khmer Times) –Chan Srey, a primary school teacher here in Baray Commune in Kampong Cham Province, is all too familiar with the pressures on the children that she teaches. She was a student here once.

She was also on the verge of becoming one of the many students every year who drop out of the school system after finishing primary school.

“My parents wanted me to stop studying, because my brother was sick,” she said. “But I rejected my mother’s request.” 

Since finishing her studies, Ms. Srey has seen the exodus from local schools quicken. The girls leave school to work in a garment factory in Phnom Penh, while the boys are drawn mainly to the city’s many construction sites.

She says the problem is no longer just for girls, whose education used to be more readily sacrificed than their brothers.

“Before, I tried to explain to the parents about the bad effects of taking their kids out of school,” she said. “I don’t know what I can say any more.”

According to Chea Sophat, the school’s principal, there are more than 770 students in the school’s six grades. But he estimates that only around 30 students end up moving on to secondary school each year. 

Baray Commune is a snapshot of a larger problem in Cambodia of persistently high dropout rates from primary to secondary school.

Cambodia agrees to welcome more refugees from Nauru, but analysts see a deadlock.

Almost a year after it was signed by both governments, the controversial “refugee deal” between Cambodia and Australia resurfaced in late August when Reuters published an article reporting that Cambodia did not intend to accept any more refugees from Nauru. The article quoted a spokesperson for the Ministry of Interior saying that Cambodia could only accept “a limited amount” of refugees coming from Nauru. In fact, that news should hardly be surprising.

When both governments began to negotiate back in 2014, the Cambodian government was clear: Cambodia could only accept a “limited number of refugees.” According to the agreement signed last September, “[t]he number of Refugees settled, and the timing of their arrival into Cambodia under this MOU, will be subject to the consent of the Kingdom of Cambodia.” And although the Cambodian government backtracked from its first comment,  it maintains that the fewer refugees it takes the better.

This, Sophal Ear says, “shows that money talks.” An associate professor of Diplomacy & World Affairs at the Occidental College of Los Angeles and the author of the book Aid Dependence in Cambodia: How Foreign Assistance Undermines Democracy, Ear argues that the 55 million dollars in aid money Cambodia will receive for the next four years in exchange was the only incentive for the Cambodian government to accept such a deal. He adds that bilateral deals “are always about getting something and giving something. […] The only hope here is that it’s public, unlike when China makes a deal. The money is public, but the details are not. […]  It seems to me Cambodia has a lot of room, especially if it chooses to say no to anymore refugees and refuses to revise operational guidelines.”

Playing by Its Own Rules?

In Asia, bilateral agreements are accorded much greater significance than they are in many other regions. Dr. Markus Karbaum, an adviser for Southeast Asia at the Heinrich Böll Stiftung, explains that “most governments fear a loss in their national sovereignty when binding to multilateral agreements/organizations.” As such, Cambodia recently broadened its horizons for bilateral agreement as part of its struggle for self-assertion in the region. “Cambodia needs alternatives to its traditional partners China and Vietnam to gain flexibility in its foreign relations,” Karbaum says. To him, the “refugee deal” with Australia is part of this self-assertion strategy.

Teeming with endemic species such as the Siamese crocodile, the gibbon, and the dragon fish - which is almost extinct in other Asian countries - Cambodia's Central Cardamom forest is the pride of both the local government and conservationists.

Many of its environmental success stories are a result of ongoing initiatives by Conservation International, an NGO that has worked with indigenous groups to ensure they receive health care, teaching salaries, and training in conservation agriculture in exchange for not poaching wildlife or clearing the forest. Nonetheless, the region still faces threats.

"It is important to understand that illegal clearing will remain an issue, as long as high value timber and species trade exists, and until alternative livelihoods can be developed," Tracy Farrell, regional director of the Greater Mekong Program for Conservation International, told Global Ideas.

The Cambodian record of illegal logging began with the Khmer Rouge, the Marxist guerrilla group that lived in the Central Cardamoms in the 1970s, forcing indigenous people off their forest land. Thai businessmen paid the rebels to cut down trees in the region so the lumber could be sold in Thailand. The trade established itself and, outliving the guerrilla movement, continued into the late 1990s, by which time tree stocks had been severely depleted.

What constitutes a threat?

Although it sounds like a dramatic chapter in the forest's life, Timothy Killeen, an environmental scientist who worked in Cambodia for Conservation International and wrote a book on the Central Cardamoms, says illegal logging in the region doesn't pose as great a peril as one might imagine.

"There's never more than 10 or 15 valuable species in a tropical forest," Killeen said. "Take them all out and you still have 500 other species. They're just not valuable. But the forest is still there."

His position might seem controversial, especially given a 2011 article in the Phnom Penh Post that accused Conservation International of turning a blind eye to illegal logging in the protected forest. Although officials from the NGO insist they did not condone the unlawful clearings, Killeen says the question of how logging endangered the forest is more nuanced.

"Poor people going into the forest and chopping the tree into pieces and carrying it out on their backs is never going to get to the point to be a significant threat to the forest," he said. "The level and the intensity of illegal logging is so low because of the nature of it." When one tree is cut, often another grows back.

Slash and burn

Illegal logging on the scale Killeen describes doesn't decimate forest land in one fell swoop. Slash and burn agriculture, on the other hand, clears the land in its entirety.

Cambodia’s annual ritual of Pchum Bun has begun, in a 15-day religious ceremony that honors the spirits of the dead. Many Cambodians were up in the pre-dawn Monday, visiting pagodas, where they threw balls of rice into the dark to feed wandering ghosts, those spirits who never received a proper funeral.

The rituals continue this week and next, with monks waking very early to chant, and more people arriving to make offerings, in one of the country’s most important annual rituals.

San Souy, a teacher at Sihanouk Reach High School and a layman at the Wat Koh pagoda, told VOA Khmer that the ancient rice-throwing ceremony remains popular. The name Pchum Ben comes from Pali and means “a collection of rice balls.” It is especially popular the first day of the ceremony, with the number of visitors tapering off after that, he said. “Only on Saturday and Sunday, we can see a lot of people coming, because government officials have their day off work and come to throw rice balls.”

Language can be more than a means of daily communication among the citizenry; it can be seized or manipulated by the state as an ideological device in its communication with its own population, in the re-enforcement and implementation of its agenda, in addition to mirroring the weaknesses or strengths in the fluid, dynamic, and often, repressed context of its existing power relations via a vis other states - School of Vice [Image: xinhua]

It's been something of a sacrosanct, automated response by this minority of foreign expat press community and their disingenuous local Cambodian informers-cum- "political analysts" with axe to grind that any casual reference to Vietnam or the Vietnamese as "Yuon" by any of the Opposition leaders in public address, or even among the wider Cambodian public, shall be marked down with the additional note suggestive of both disdain and entrenched political correctness of a rather unthinking, unwholesome nature. Namely, the aforementioned descriptive term would be followed by: "...a term considered by some as derogatory". Note the stress I place on the word 'some' here to remind us all that even the people who habitually insert this postscript verbatim accept that the "derogatory" connotations attached to the term used - if any - clearly seek to imply, and thus cast disapproval on, the party/ individual using it, and that the perceived or implied meanings are far from being universally and unanimously accepted. So why would this minority insist in repeating the same line despite knowing the damage and slander it could cast upon, not only a small minority engaging in party politics, but also virtually an entire nation that has lived with and used the term without perceived passion or ill sentiment from generation to generation and throughout their national history?

Before all this political correctness and fuss with the word in question, various people, including but not limited to, the current CNRP leaders, had also been caught up in fostering "anti-Vietnamese" feelings and sentiment and, have even today been accused of playing the "race card". It would take one for ever to write on the subject matter, but it would appear that in the midst of all this contention and semantics debate, there exists a vast gulf separating facts from fiction, truth from propaganda, and above all, a failure to search for an equitable defence position of proportion and reason. Just because some self-serving local Cambodians with an NGO to manage and a cash flow to sustain puts a question mark on the said term and its usage by politicians, that does not necessarily follow that they too may not have a "race card" of their own to exploit? Even the country's 'PM' recently had the shameless temerity to ask that the new UN envoy focuses her effort on "racial discrimination"; a thinly veiled reference to the political Opposition's much vilified "anti-Vietnamese" stance.

Opposition deputy leader Kem Sokha has promised to retire from politics if his Cambodia National Rescue Party does not win a resounding victory in the 2018 general election.

The CNRP deputy president made the comments in a speech in Kampong Cham province on Saturday, during which he also urged other parties that intend to field candidates in 2018 to join forces with the country’s main opposition.

“I dare to say that we will win because the [CNRP] is still keeping to its position and not turning away. I want to call on all Khmer patriots in all political parties to consider the national democratic interest and unite with the [CNRP],” he said.

“Because [the ruling Cambodian People’s Party] knows our stance is to win and to guide the country to change the leadership … [CPP politicians] are angry,” he added.

Sokha’s comments came just days after Prime Minister Hun Sen told a gathering of Cambodian expatriates in the US that the CNRP had “a plan to topple” the government “through people power” at the last election in 2013.

Hun Sen quoted Sokha as saying that if the premier did not step down he would be forced out as a “final measure”.

The Bar Association of the Kingdom of Cambodia (BAKC) has hit back at a damning report from the International Bar Association (IBA), refuting accusations that it is a politicised facilitator of endemic corruption in the judiciary.

In a statement released on Saturday, the BAKC insisted it supports and protects its members, who maintain professional and ethical conduct that is untainted by political considerations.

The statement suggested the report released by the IBA’s Human Rights Institute on September 17 was not thoroughly investigated and largely reliant on outdated hearsay.

“This report . . . is incorrect and dramatically biased; it might be an attempt to ruin the attorney profession and deceive the Cambodian society,” the statement said.

BAKC president Bun Hun yesterday refused to expand on the statement.

At the time of publishing its report, Justice Versus Corruption: Challenges to the Independence of the Judiciary in Cambodia, the IBA said it had based its findings on a weeklong fact-finding mission in April, during which its representatives met with Cambodian lawyers, judges and civil society representatives.

PHNOM PENH (Khmer Times) – In a series of meetings before the annual session of the UN General Assembly, Prime Minister Hun Sen highlighted Cambodia’s achievements as the world body set new targets to eradicate poverty and save the planet.

Those achievements included “complete” peace, political stability, security and better public order as well as poverty reduction, he said in New York.

“In the past two decades, Cambodia has achieved a proud evolution, especially in maintaining full peace, strong political stability, security and better public order as well as a high economic growth at an average rate of 7.7 percent per annum,” the prime minister said.

“On this basis, the poverty rate dropped quickly from more than 53 percent in 2004 to 16 percent in 2013, making Cambodia achieve its millennium development goals on poverty reduction and a number of social issues before 2015.”

The Millennium Development Goals (MDGs) were a series of targets aimed at reducing poverty. They have now been replaced by the more ambitious Sustainable Development Goals (SDGs) – 17 targets aimed at reducing poverty, protecting the environment and ensuring prosperity, with a deadline of 2030.

Cambodia is one of the few countries that outperformed its MDGs.

But as he spoke, hundreds of Cambodian- Americans stood outside the UN headquarters  to protest against him.

They held placards demanding he quit over land conflicts, human rights abuses and misusing the courts to arrest opposition activists. They also said there was no development under his leadership.

The government has asked the company that manages airports in Cambodia to explain why, according to airline Bassaka Air, it demanded $240 from the carrier for helping a disabled passenger board one of its aircraft.

Bassaka Air, which found itself at the centre of a media storm last week after it asked Sudanese wheelchair user Rahma El Siddig Gasm Elbari Mustafa to pay the extra cash, has since blamed Cambodia Airport Management Service Company (CAMS), owned by France’s Vinci Group and Malaysia’s Muhibbah Airport Services (Labuan) Ltd, for the debacle.

The airline wrote to the government’s Disablity Action Council (DAC) on Thursday, denying it had acted in a discriminatory way and saying it had no choice but to ask Mustafa for the extra money because it was asked to pay the sum by CAMS.

The airport company asked it for the money, Bassaka Air claimed in its letter, in return for providing a special lift that raises wheelchairs to the level of an aircraft’s door after its disabled passenger arrived at Siem Reap airport on September 19 to take a flight to Phnom Penh.

Last week, DAC head and Minister for Social Affairs Vong Sauth said the government might take legal action against Bassaka Air if it discovered the airline had intentionally discriminated against a disabled person.

Chairman of DAC General Secretariat, Em Chanmakara, has now written to CAMS director Emanuel Menanpeau asking why an extra fee was charged for helping a wheelchair user board an aircraft.

“I am asking the company to explain the additional charge of $240 officially, reasonably and responsibly, in order to protect disabled people’s interests in Cambodia in accordance with disability protection and empowerment laws and the disability treaty,” he said in his letter.

Most Australians ‘rather indifferent’ to refugee deal politics

One year has passed since Interior Minister Sar Kheng and the then Australian Immigration Minister Scott Morrison signed a controversial deal promising Cambodia A$40 million in return for resettling asylum seekers intercepted in boats off Australia’s coast. Only four refugees – one of whom has asked to leave – are currently in Cambodia, although another group is said to be on its way. Bennett Murray spoke with human rights consultant Billy Tai, a New Zealander who has permanent residency in Australia, about the state of the deal and how it is viewed in Australia

Was former prime minister Tony Abbott’s downfall this month linked to the refugee deal?
Refugees don’t get a mention in the political discussion of Abbott’s demise.
They talk about his disastrous budget last year, they talk about the economic handling, they talk about the broken promises. I think the majority of Australians, and this is my opinion, are rather indifferent.
Ultimately, what it comes down to is votes in the ballot box. We’ve not seen a significant shift among the Australians in terms of polling – political parties are not being punished for treating refugees or asylum seekers badly.
Malcolm Turnbull, who replaced Abbot this month, said the plight of asylum seekers is a “legitimate question”. Is that a sign things may change?
Yeah, optimistically I would say it’s an indication that Turnbull is keen to eventually shift the Liberal policy away from the current stance; however, he knows that he won’t get the support if he makes any rash movement now and the boats start to flood back.
It’s a raw numbers game. I think he will let the border force officials continue to do their thing for the time being and wait out until after the election.
Maybe he will come up with a new mandate to bring to the people during the election, we’ll see.
The cynical side of me is saying that he is appeasing the moderates and the left but ultimately realises that the refugee issue doesn’t win you any votes, [and] therefore will actually not do anything about it.

INSIDE THE SECRET MUSEUM

Wat Po Veal was once home to one of the Kingdom’s finest museums. Now its collection is locked away collecting dust, its history unknown to the public or even the resident monks 


The door of Wat Po Veal museum is jammed and the lock is stiff. It takes Hin Nuon, the nun who holds the keys, a few moments to force it open.
On first entrance, the interior is anticlimactic. The vihear, a large temple building normally used for ceremonies, looks like a storeroom, sheltering broken temple regalia and shelves upon shelves of paperwork.
But pushing past the haphazardly stored goods, the room reveals itself like a strange Narnia through the back of a cluttered wardrobe.
Propped up against the stained walls, or piled on the partially tiled floor, are a collection of almost 300 ancient artefacts: stone lingam and yoni statues, chunks of bas relief carvings, Angkorian busts and the vast wooden pediment of a 19th century temple.
Hin Nuon is 65 years old and has lived at Wat Po Veal for the past five years. It’s a large, active pagoda – the monks recently opened their own radio station, and foreign tour groups frequently roam the grounds.
But few visitors think to ask what’s in the locked vihear, and Hin Nuon wouldn’t know what to tell them if they did. “I don’t care about it so I haven’t tried to find out,” she says. “It’s the history of people who lived here a long time ago.”

Aladdin’s cave abandoned
Sat in his office overlooking the leafy, well-kept grounds of the National Museum, director Kong Virak nodded his head slowly as he listened to a description of the decrepit interior.
“Everyone knows the situation of Wat Po Veal,” he said. “The condition is a shame. We know that we have to move forward.”
Virak confirmed that the apparent value of the collection dotted around the vihear was no illusion.
After the artefacts housed in Phnom Penh’s National Museum, and those stored in Siem Reap, Battambang is home to Cambodia’s most significant museum collection, roughly half of which remains locked in the forsaken vihear at Wat Po Veal.

When Chounj Chhoeun first entered into the employment of Vann Molyvann, all he knew about his new boss was what he had heard repeated by others: he was famous, and he ran a strictly disciplined household.
Chhoeun had no idea that he had just got a job working for Cambodia’s most celebrated living architect, and he had his reservations about the posting.
“I was not sure myself that I could do it,” recalled 55-year-old Chhoeun, sitting in the leafy front yard of his employer’s home – a modernist building in a quiet riverside neighbourhood of Siem Reap that the architect shares with his Swiss wife.
“Everyone said that Molyvann was a very strict person and I was so hesitant, but I decided to give it a try.”
“It has been almost 25 years now,” he said, smiling as he recalled his first impressions. “But it feels like it was just yesterday.”
For almost half his life now, Chhoeun has lived with Vann Molyvann and his wife, first as his driver and later as his full-time caregiver.
It’s not a life that he ever imagined for himself. Born in Kandal province, he lost all his siblings to starvation under the Khmer Rouge.
It was a tragedy that drove his mother almost mad, he said. “It was a very sad thing that I and my mother could not forget.”
Before working for Vann Molyvann, Chhoeun was a driver for a well-known politician, a job he found stressful. “When I held the car’s steering wheel, my hands were shaking and I kept thinking that I would die … I would die for some reason,” he said.

Jailed senator’s wife says ‘extra fees’ from guards limit her ability to visit

The wife of Sam Rainsy Party Senator Hong Sok Hour says “extra fees” exacted by prison guards have forced her to limit her visits to her husband, while authorities yesterday rejected the imprisoned lawmaker’s second request to receive medical treatment from an outside doctor.

Kun Lum Ang said she tried to visit her husband at Prey Sar prison at least twice a week to bring food and medicine, with her husband suffering from high blood pressure and stomach problems.

However, some weeks, Lum Ang said, she could only afford one trip as she was made to pay an extra fee by prison guards.

Though Sok Hour was receiving medical attention in the prison’s health centre, Lum Ang said the family was concerned about his “worsening” health.

She said the family has twice requested a doctor from rights group Licadho be permitted to visit the senator.

But yesterday, Phnom Penh Municipal Court investigating judge Kor Vandy, overseeing Sok Hour’s case, rejected the application.

“The prison says their doctors are enough but we don’t think so,” Lum Ang said, adding that her husband resided in a small room with 17 other inmates.

The plight of Cambodian migrant maids who suffer abuse by employers in Malaysia is well documented. Less so is the mental damage caused by the overseas trauma, which has led to some returned migrants being chained up by their desperate families

Young women who survive abuse at the hands of their employers in Malaysia are all but forgotten when they return home, often pushed to the margins of village communities that are unable to cope with or fully understand their enduring trauma.
In Kampong Cham province earlier this month, one such woman, 26-year-old Phat Sokleang, sat in a small wooden outbuilding metres from her family’s home.
As her father approached, she grinned, lifting her frail body in anticipation of what was about to happen.
He crouched down and unlocked a heavy chain attached to her ankle, which had bound her to a wooden post. She muttered excitedly to herself as she made her way towards their house.
Sokleang was just 15 years old when she flew to Malaysia. A happy and compassionate teenager, she was already working as a maid in her hometown when the promise of higher wages that could support her parents and six siblings drew her abroad.
