Hun Sen Warns CPP Loss Could Wipe Out His Legacy [Hun Sen is blackmailing the voters]

Prime Minister Hun Sen on Monday raised concerns that his legacy would be physically eradicated if Cambodia’s electorate were to vote a new political party into power in the upcoming elections, claiming that a new government would tear down public buildings and infrastructure bearing his name.
Speaking to villagers and monks at the inauguration of a pagoda in Prey Veng province’s Mesang district, Mr. Hun Sen said the best way for voters to ensure that existing public buildings remain standing is to vote for CPP candidates, including the sons of party leaders, who are running for National Assembly seats in the July 28 ballot.

The Cambodia National Rescue Party (CNRP) said Monday that it would not immediately register candidates for the upcoming national elections because of its demand that the National Election Committee (NEC) revise the country’s voter list.
The CNRP—an amalgamation of the opposition Sam Rainsy Party (SRP) and Human Rights Party (HRP)—has repeatedly accused the NEC of being biased toward Prime Minister Hun Sen’s ruling CPP and failing to accurately register voters for the July 28 elections. Last week, the CNRP held a rally in Phnom Penh calling for the elections to be postponed until the NEC implements reforms and re-registers voters.

Anti-Eviction Protesters Burn CPP-Donated Sarongs

About 20 protesters from three eviction communities around Phnom Penh tore up and burned sarongs they had received from the ruling CPP outside the party’s headquarters on Monday, saying they needed land titles instead.
The protesters from Phnom Penh’s Boeng Kak, Borei Keila and Thmar Kaul communities arrived at CPP headquarters at about 8 a.m. and began burning incense and praying to the spirits to prevent the ruling party from winning the upcoming national elections.

Hun Sen Seeks Garment Factory Worker Vote

Prime Minister Hun Sen on Saturday asked some 4,000 garment factory workers for their votes in July’s national elections at a rally in Phnom Penh attended by members of several CPP-aligned unions, according to those in attendance.
Cambodian Union Federation president Chuon Mom Thol said yesterday that he was among the 66 pro-CPP unions whose members attended the rally on Koh Pich, where Mr. Hun Sen took credit for a recent pay rise for garment workers.
According to Mr. Mom Thol, the prime minister “said he made the higher minimum wage so that both parties [employers and employees] are happy. He said the government could not make it higher or it will bankrupt the garment factories and workers would lose their jobs.”
Several unions last month reluctantly accepted an increase in monthly garment factory wages from $61 to $73 with an additional $7 health and living benefit, well be­low the $120 they were hoping for.
“When Prime Minister Hun Sen asked, ‘Who will vote for the CPP?’” Mr. Mom Thol recalled, “all the people raised their hands and cheered for him.”
Two other CPP-aligned union leaders confirmed the number of workers who attended the rally but declined to comment.
Chea Mony, president of the opposition-aligned Free Trade Union, did not attend and said he was not invited.

Delegation of New Azerbaijan Party visits Cambodia

A delegation of the New Azerbaijan Party (YAP) including deputy Executive Secretary Mubariz Gurbanli and head of foreign relations department Asef Hajiyev have visited Cambodia by the invitation of the Cambodian People’s Party (CPP).
YAP`s delegation met Cambodian Prime Minister, leader of the Cambodian People’s Party Hun Sen, AzerTAc reports.

They exchanged views on aspects of the cooperation between YAP and CPP, and discussed prospects for the relations between the two countries.

The YAP delegation also held meetings with other Cambodian officials, including deputy Prime Minister Sok An, one of the leading figures in CPP, and the party`s secretary general Say Chum.

Hotel investment boom in SE Asia

Investors are turning their attention to emerging markets in Southeast Asia again, on the back of robust hotel transaction volumes in Asia which hit US$620 million in the first quarter of 2013, up 190% from the same period last year in 2012, according to international real estate consulting firm Jones Lang LaSalle.
"Rising visitor arrivals, robust trading performance and positive market dynamics have put emerging Southeast  Asian markets such as Vietnam, Cambodia and Myanmar back into the investment spotlight," said Tom Oakden, executive vice president of Investment Sales for Jones Lang LaSalle's Hotels & Hospitality Group.
The growth in air travel in Southeast Asia, along with upgraded infrastructure, has enhanced the ease of travel and improved links to the rest of Asia. This is evident in the double digit tourism growth witnessed in Vietnam (15%), Cambodia (25%) and Myanmar (55%) in 2012, when compared with 2011.
"The affordability factor and capital growth prospects some of these markets offer when benchmarked against other more mature Asia gateway cities that have seen huge appreciation in recent years is also a driving factor," he said.

Great potential lies in the Myanmar hotel market, which has benefited from a demand-supply imbalance to become one of the best performing hotel markets in Asia, where operators are enjoying growth in room rates from leisure and corporate travellers in hotspots like Yangon and Mandalay. 
International hotel companies are doing their best to secure opportunities with domestic owners and developers, including Accor, which is developing three newly built hotels in Myanmar.
However, until further foreign investment law is enacted and economic reform takes shape, it will be challenging to establish genuine hotel investment sales, Mr Oakden said. 

More to Cambodia than Angkor Wat

Vietnam, Cambodia boost ties in marine security

An agreement on cooperation in marine security, including joint patrols at sea, between Vietnam and Cambodia will be signed this year, said Colonel Ngo Ngoc Thu, deputy head of the Vietnam Marine Police Department.

The agreement will be based on the result of discussions about bilateral cooperation between the Vietnam Marine Police Department and the Cambodian National Committee for Security and Maritime at a conference held in Ho Chi Minh City Monday, Thu said.

At the conference, the two sides focused on cooperation and exchange in the fields of information, search, rescue and salvage.

They also agreed that they would conduct joint patrols at sea to ensure marine safety and security.

Such patrols, involving one or two boats from each side, will firstly be organized once a year, before the number of such patrols is increased to two or four per year later.

Discussions also covered four potential risks to marine security and safety in the Gulf of Thailand, including smuggling, illegal fishing, environmental pollution, and piracy.

The two sides will continue to study these issues so that a cooperation agreement on such issues can be signed in September 2013, said Colonel Thu.

The Vietnam Marine Police Department, which is the coast guard of Vietnam, is a branch of the Vietnam People’s Army, and is under the management of the Vietnamese Ministry of Defense.

PHNOM PENH (The Cambodia Herald) -- Cambodia signed Japan’s $90 million loan Tuesday to restore 47 kilometers of National Road five between Battambang and Serey Sophorn city.

The signing ceremony was presided over by Prime Minister, Hun Sen and made between Foreign Minister, Hor Namhong and Japanese Ambassador to Cambodia, Kumamaru Yuji.

Kumamaru Yuji said, National Road five is a part of Robeang city's economic entrance, and a major road for transportation locally, internationally, throughout the greater Mekong sub-region and in ASEAN.

He said, the project will help promote economic development in Cambodia.

Laos, Cambodia aim to address illegal border issues

Vientiane, 30th April 2013 (Vientiaine Times/ ANN) - Illegal border movements, illegal logging, drug trafficking, illegal fishing and unofficial cross border trade are among the issues being confronted by Laos and Cambodia along their shared border at the moment.

The report was made during a meeting held between Champassak provincial authorities from Laos and Strung Treng provincial authorities of Cambodia, in order to discuss various cross border issues which are affecting public order and security in the region.

Champassak Provincial Governor Dr Sonexay Siphandone led the Lao delegation to attend the meeting which took place in Strung Treng last week. The meeting was also attended by representatives from district jurisdictions that share the border between Laos and Cambodia.

The disorder and illegal trade along the shared border between Laos and Cambodia was attributed to the fact that local residents of both countries have not received enough training and information on these issues and this is contributing to their failure to follow the law.

To address the above shortcomings, the two sides have agreed to enhance cooperation in maintaining security and order, working together to crack down on drug trafficking and address illegal border movement.

The two sides also agreed to promote cooperation in socio-economic development, particularly in the areas of agriculture and forestry, fishing, environment, meteorology, industry and energy, transport, trade, tourism, culture, sport, and education and health.

In addition, the two provinces agreed to support and facilitate the implementation of the cooperation projects stipulated under Cambodia-Laos-Vietnam (CLV) Development Triangle Area.

Cambodian top legislator hails ties with China

PHNOM PENH, April 30, 2013 (Xinhua) -- President of Cambodia's National Assembly Heng Samrin on Tuesday spoke highly of good relations and cooperation between Cambodia and China, and expressed his gratitude to China for assisting his country in all circumstances.
"China has been playing a very important role in Cambodia. Our two countries have built good relationship in all fields including politics, economics, education, culture, health and defense," he said during a meeting with outgoing Chinese Ambassador to Cambodia Pan Guangxue.
He said in the last 10 years, China was the largest aid provider to Cambodia for the construction of roads and bridges.
"On behalf of Cambodian people, I'd like to express my sincere and heartfelt thanks to the government and people of China for supporting Cambodia in all stages including the stages of national liberation, reconciliation and development," Heng Samrin said.
He also noted that the visit of Cambodian Prime Minister Hun Sen to China early this month was a new testament to both sides' high commitment to further strengthening and expanding the bilateral ties and cooperation.
Meanwhile, he lauded Ambassador Pan for his strong efforts in helping promote friendship relations, solidarity, and cooperation between the governments and peoples of the two countries.
Pan said the year 2013 marks the 55th anniversary of the establishment of diplomatic relations between China and Cambodia and the "China-Cambodia Friendship Year".

The first is the recent imprisonment of Born Samnang and Sok Sam Oeun. The two men were scapegoated and wrongly convicted in the 2004 murder of labor leader Chea Vichea. The second is the government’s failure to appropriately prosecute Chhouk Bandith, a well- connected former town governor who shot and severely injured three female garment factory workers. Born Samnang and Sok Sam Oeun were imprisoned for Chea Vichea’s murder in 2004, convicted in 2005 after spending a year and a half in pre‐trial detention, and courageously released by the Supreme Court&nbs p;in December 2008. The high court ordered further investigation into the killing amid extensive evidence of their innocence. But on December 27, 2012, Appeals Court Judges Chhoun Sunleng, Seng Sivutha and Khoun Leang Meng shocked observers by reinstating the previously vacated, grossly unfair verdict.

CPP among first four parties that have registered today

PHNOM PENH, 29th May, 2013 (The Cambodia Herald) -- Four political parties have registered their candidate lists Monday for the upcoming general elections.

Among the early registrar's were the ruling Cambodian People’s Party (CPP), Royalist Funcinpec Party, the Khmer National Party of Cambodia (KNPC) and Khmer Republican Party (KRP).

The National Election Committee announced last week that it will start to accept registrations for the political parties from April 29 to May 13 as the fifth legislature of the general elections would be conducted on July 28.

Dr. Sin Chum Bo, vice-chairperson of the National Election Committee (NEC), said, the NEC would have seven days to examine the documents from all political parties after they have been submitted.

They also requested those parties which have submitted their documents for examination to adjust their documents within five days in case an issue was found.

She said, the parties could file a complaint with Constitution Council in case the NEC doesn’t accept their lists to compete in the election.

Missing Eddie Gibson 'murdered for money' in Cambodia

The parents of a Sussex backpacker who went missing in Cambodia nine years ago say they are now convinced their son was murdered for his money.
Eddie Gibson, 19, of Hove, went missing on 24 October 2004, a week before he was due to fly back to Britain.
His family say they have evidence that he was robbed and killed in Poipet, on the border with Thailand.
"The news that he was murdered in this way has been a tremendous shock to the family," said his father Mike.
Eddie was three weeks into a combined Asian and Pacific studies and international management course at Leeds University when he decided to travel to South East Asia.
Movements unknown
Two weeks into his trip his mother Jo received an email telling her he would be flying home from Thailand a week later - but he never arrived.
Four officers from the Sussex Police major crime branch unit spent 10 days in Phnom Penh, working alongside the national police, but Eddie's movements remained unknown.
His parents visited the country numerous times and engaged private investigators.
Mr Gibson said the new information came from a businessman with a military background in South East Asia who the family met through a charity set up in Eddie's name.
He said it was believed Eddie was bludgeoned to death with a shovel and robbed of £2,000 to £3,000 cash he had on him.
'Pretty well ambushed'
"The information this man had dovetailed into the information we had so we are as sure as we can be that it is correct," said Mr Gibson.
"The authorities in Cambodia have limited resources and I suppose we are lucky in a way that we met this man. At least we now know what has happened to Eddie.

Special Thai-Cambodian cassava-corn trade zone set to be established

BANGKOK, April 29, 2013 (NNT) – Thailand and Cambodia are on a path towards the setting up of a special trade zone that will see the two neighbors actively trade cassava and corn.

Commerce Minister Boonsong Teriyapirom revealed on Monday that the 4th Thailand-Cambodia Joint Trade Committee meeting, held last week, saw both countries content with the expansion of cross-border trade, which has been in line with the two neighbors’ target.

Thailand and Cambodia have agreed to set an annual trade growth rate of 30 percent between 2012 and 2015.

Last year, trade between both expanded by 40.5 percent to4.03 billion dollars from 2.86 billion dollars in 2011.

Mr. Boonsong stated Thailand and Cambodia also set up a new joint working committee, tasked with the study of the establishment of a special trade zone for two major agricultural products, which are cassava and corn.

He said that study will cover the entire supply chain for both products and the proposal of the location of the special trade zone.

The Commerce Minister added that another taskforce was also set up to follow up on all steps and report everything to the next JTC meeting in 2014, which will be hosted by Thailand.

Cambodia’s first evaporation-method salt farm for the export market opened in Kampot province on Saturday, aiming for an initial 20,000 tonnes a year to be exported to South Korea, with plans for future expansion.

In a $2.9 million investment, the 120-hectare farm incorporates modern salt production technology and was developed by InfraCo Asia Development Pte Ltd and EEE Korea Co Ltd through Asia Salt (Cambodia), which started in October last year.

Asia Salt (Cambodia) is a wholly owned subsidiary of joint venture company Asia Salt, which started in June.

“We hope this project will . . . sustain and strengthen the local economy. It should also demonstrate new farm design and techniques to improve quality and yields,” Peter Bird, director of InfraCo Asia, said.

In contrast to Cambodian salt farms in the area that use mud to form the banks of the evaporation ponds, or salterns, the new technique includes the use of black plastic sheets that lay on the bottom of the harvesting ponds to “help keep the salt clean and to increase the yield of the salt production”, Seraphina Ho, development manager at InfraCo Asia, said.

Co-executive director of the Salt Producer Community of Kampot and Kep, Bun Bariang, said the project was an “impressive achievement” and welcomed the “modern technology”.

According to Yoo Gi Sang, chairman of Asia Salt (Cambodia), Cambodia’s cheap labour and climate were among the reasons to set up in the Kingdom.

Roughly half the number of parties are expected to run in the upcoming national elections as did in 2008, according to the National Election Committee secretary-general.

The 15-day party registration period kicks off today, but only “six or seven” parties are expected to throw their hats in the ring, Tep Nytha said.

Should Nytha’s prediction prove correct, it would continue a steady dip in the number of parties registered over the past decade. During the 2003 elections, 23 parties ran. In 2008, 12 registered, and 11 were approved.

Koul Panha, executive director of election watchdog Committee for Free and Fair Elections in Cambodia (Comfrel), said the drop in party registration reflected increasing frustration over a winner-takes-all electoral formula that favours large parties.

That formula, introduced by the ruling party government prior to the 1998 election, overturned an UNTAC election law that some historians have maintained was an attempt to flood the election with small parties, thus disrupting the Cambodian People Party’s grip.

ICJ hearing top news story [in Thailand]: Poll

Bangkok (The Nation/ANN) -- The World Court's hearing into the dispute between Thailand and Cambodia over a parcel of land next to Preah Vihear Temple has captured the most attention of the public, according to a countrywide Suan Dusit Poll.

Asked about what current affairs had caught their interest the most, 82 per cent of 1,523 people randomly selected from around the country cited the International Court of Justice's consideration of Cambodia's request for an interpretation of the court's 1962 ruling granting the Hindu temple to Cambodia.

The bill authorizing the Finance Ministry to seek Bt2-trillion loans for transport infrastructure projects came a close second at 78 per cent.

The other news that they were following were the peace dialogue between the government and a southern insurgency group (74.5 per cent), charter amendments (72 per cent) and amnesty bills (71 per cent).

The survey by Suan Dusit Rajabhat University from April 23-27 allowed multiple responses.

About 62 per cent were monitoring the Preah Vihear case because they feared that Thailand was at a disadvantage and might lose the land to Cambodia. And 21 per cent believed the issue was important and would matter for all Thais while 17 per cent were concerned that the controversy would hurt bilateral relations.

About 40 per cent were keeping track of the Bt2-trillion-loan bill because they would like to know what the government would do next, 40 per cent feared that the project would be hit by corruption, leaving projects incomplete, and 20 per cent were worried that the country and people would be saddled with more debt.

Fancois Dore’s story is virtually the same as scores of expatriates who have come to Southeast Asia over the past 150 years and ended up staying.

“You are attracted not only by the rich culture but also the kindness of people who are somehow more welcoming than individuals at home,” he explained. “Your reaction is to go further, to try to broaden your knowledge in order to understand them.”
But few expatriates have gone as far as Mr. Dore in exploring the history of the land in which they live.
Mr. Dore’s bookstore Librairie du Siam et des Colonies contains a collection of more than 13,000 books on Indochina’s history and literature from the mid-19th century through 1954 when Cambodia, Laos and Vietnam became officially independent from France.
Located off Sukhumvit Soi 1 in Bangkok, this bastion of Southeast Asia scholarship is part library and part bookstore. Some books are for sale but all of them can be consulted by researchers and anyone else with a keen interest in Indochina.
Having come to Southeast Asia as a journalist in 1972 with the goal of covering the Vietnam War, Mr. Dore ended up in Laos reporting on events that led in 1975 to the takeover of the country by the Pathet Lao communist forces, which were supported by North Vietnam.

Chut Wutty death does little to curb Cambodia’s illegal logging

In an article published exactly one year after environmental activist Chut Wutty was killed in Cambodia, Megan MacInnes, Senior Land Campaigner at Global Witness, regrets that “Wutty’s death has not served as a wake-up call for Cambodia’s donors or allies“. On the same day, his brother- in-law, Yong Sokhorn, told Radio Free Asia that, “The government must reconsider and reopen the case in order to find the true killer and determine who was behind the killing.”
A year ago, Chut Wutty, one of the most outspoken voices against illegal logging, wanted to show two Cambodia Daily reporters that the Timbergreen company was involved in processing yellow vine. He was supposedly shot on site by In Rattana, a military police officer who was there to protect the company’s property in the Cambodian southwestern province of Koh Kong. In Rattana was also killed a few minutes later.

Impunity and lack of justice
It is believed by activists that light will never fully be shed on Wutty’s and Rattana’s cases. “Okay shoot me!” Chut Wutty said to In Rattana, the military officer who was threatening to kill him if he did not give away his memory stick full of pictures. That’s all the Cambodian justice system decided to disclose about the argument that preceded their killings. Both were found dead on a dirt road next to the  facilities of the logging company Timbergreen.
According to the Cambodian justice system, In Rattana shot Wutty. Therefore, there was never a trial about what happened. Furthermore, In Rattana was accidentally shot by a former employee of Timbergreen. The employee was sentenced to two years in jail on October 22, 2012 with 18 months of that sentence suspended. He walked free less than two weeks after. While local NGOs called it a “mockery of justice”. But at that time, the Koh Kong provincial judge Kham Sophary and deputy prosecutor Srey Makny said they were busy in a meeting and could not comment on the decision as requested by The Phnom Penh Post.
In its 2012 report about human rights practices published earlier this month, the US State Department called them “arbitrary killings“. Shortly after the killings and according to the report, Koh Kong military police detained journalists Phorn Bopha and Olesia Plohkii for two days . The police reportedly confiscated their cameras but later returned all of their equipment.

Cambodia-China tie reaches high level after 55-year development: Cambodian top diplomat

PHNOM PENH, April 29, 2013 (Xinhua) -- The relations and cooperation between Cambodia and China have reached a high level after the leaders of both sides have forged and fostered them for 55 years, Cambodian top diplomat said Monday.
Speaking at a meeting with outgoing Chinese Ambassador to Cambodia Pan Guangxue, Deputy Prime Minister and Foreign Minister Hor Namhong said the year 2013 marks the 55th anniversary of the establishment of diplomatic relations between China and Cambodia and the "China-Cambodia Friendship Year".
The Ministry of Foreign Affairs would cooperate with the Chinese Embassy to Cambodia to organize various activities to mark the anniversary, he said, adding that there would be as many activities as possible to fit with the level of progress in relations and cooperation between the two countries.
He said Cambodian Prime Minister Hun Sen had already visited China early this month to strengthen the bilateral ties with new Chinese leaders, and the country hoped that Chinese senior leaders would make official visits to Cambodia this year in order to further enhance the relations.
The relationship between Cambodia and China reached top level in December 2010 when the leaders of the two countries established the Comprehensive Strategic Partnership of Cooperation, and during Hun Sen's visit to China early this month, the two sides established an inter-governmental coordination committee to jointly implement the Action Plan on the Implementation of the Comprehensive Strategic Partnership of Cooperation.
The committee, co-chaired by Hor Namhong and former Chinese Foreign Minister Yang Jiechi, will be convened for the first time in the near future.
Meanwhile, Ambassador Pan highly spoke of good relations between China and Cambodia in all fields, especially in politics, trade, investment, and tourism.

Cambodian PM Not To Speak Publicly During Month-long Election Campaign

PHNOM PENH, April 29, 2013 (Bernama) -- Cambodian Prime Minister Hun Sen said on Monday that he would remain silent during a month-long election campaign for a general election on July 28, reports China's Xinhua news agency.

"During the one-month campaign period, I'll take a rest at home. As my habit, I do not conduct election campaign by myself, I let members of the Cambodian People's Party (CPP) to do campaign instead," the premier said during the inauguration of new achievements at a Buddhist pagoda in eastern Prey Veng province.

"So from June 27 to July 28 -- the election day, I will not publicly deliver speeches," he said. "This is my habit since 1998."

The country is scheduled to hold a general election for the 123-seat parliament on July 28.

Some 9.67 million Cambodians are eligible to cast their ballots in the upcoming election, according to the National Election Committee (NEC).

Tep Nytha, NEC's secretary general, predicted last Friday that less than 10 political parties out of the 43 political parties, which were registered at the Interior Ministry, would run in the forthcoming election.

Political analysts forecast that the CPP of Prime Minister Hun Sen will dominantly win the election.

Commerce Minister satisfied with 4th Thai-Cambodian JTC meeting

BANGKOK, 28 April 2013 (NNT) – Thailand’s Minister of Commerce is satisfied with the results of the 4th meeting of Thailand-Cambodia joint trade committee (JTC) which targets an increase in trade volume by 30 % annually.

Commerce Minister Boonsong Teriyapirom disclosed that the 4th Thai-Cambodian JTC meeting held in Cambodia yielded satisfactory results for both sides.

For 2012-2015, the previous JTC meeting agreed to set the target to increase the Thai-Cambodian trade volume by 30 % annually while the bilateral trade in 2012 grew by 40.5 %, exceeding the target. Therefore the target is set to remain at 30 %.

Both nations affirmed to maintain cooperation in several aspects with aims to promote trade particularly for agricultural products, raise average prices of rice, strengthen global food security, facilitate bilateral trade and investment, and exchange knowledge and technology.

Cambodian deputy PM lauds good ties with China


PHNOM PENH, April 28, 2013 (Xinhua) -- Cambodian Deputy Prime Minister and Cabinet Minister Sok An on Sunday hailed good relations and cooperation between Cambodia and China, envisaging that the ties will be stronger from generation to generation.

"Cambodia and China have had traditional and long-standing friendship relations, and the relations have been constantly fostered by leaders of both sides," he said during the celebration of the 15th anniversary of the China Hong Kong and Macao Expatriate and Business Association in Cambodia (CHKMEBA)

"Ties between the two countries would be stronger from generation to generation," he said.

Some 200 Chinese and Cambodian business people attended the event.

Meanwhile, Sok An expressed his gratitude to the government and people of China for steadily providing support to Cambodia for economic and social development.

He also appreciated the CHKMEBA for its efforts to attract Chinese investors to Cambodia, saying that investments from the Chinese mainland, China's Hong Kong and Macao have hugely contributed to Cambodia's economic development.

"The association has been actively participating with the government of China in strengthening and expanding Sino-Cambodian ties for mutual benefits," he said.

The idea of using the watershed was to oversimplifying the task of demarcating the border line. Deep down in theirs heart, French surveyors knew that the actual Khmer Territories were laying far beyond the Dangrek Mountain chains to the North many times over. That was the reason why those Frenchmen made the exception in their drawing when they rediscovered the Temple of Preah Vihear.
Their consciences simply did not allow them to ignore the historical facts that the Temple site belongs to the Khmers. They probably felt ashamed too for using the watershed notion to accommodate their laziness when they looked at the Temple, they suddenly realized that hundreds of years have passed, there were diligent Khmer ancestors had erected the magnificent Place,the Preah Vihear Temple, which were thousand times harder to accomplish than their task at hand.
I can assure you that if Sdok Kok Thom Temple were situated closer to the Dangrek Mountain ranges, the French would have done the same at that time, they would have ignored the watershed line and gave Sdok Kok Thom Temple to Khmers as well; Siamese wouldn't dare utter a word to complain !!!
Looking back through history, Thais should realized that they were lucky to have a country Thailand to call it Home. If it was not for what Seni Pramoj had done in the USA, the mighty British would have dismantled the Siamese Colony right after the WWII ended. The opposition led by Abhisit was to be blamed for causing all the trouble in 2008.

Now, Humankind are simply brothers and sisters from the common ancestors, even though we erred by fighting each other for thousands of years. It is about time for Humankind to act responsibly worthy to the weight of brain each carries.
By the way, who was the guy saying that if ICJ award the land to Cambodia then the 100 year war will start between the countries ? Oh poor Thai general !!! Do you want to be king privy councilor to the Thai king?!

Thailand and Cambodia have agreed to drive bilateral trade up by 30 per cent a year, following an agreement to establish a special rice-trade zone.

After the fourth Joint Trade Commission (JTC) recently, Commerce Minister Boonsong Teriyapirom said that Thailand and Cambodia had the potential to drive two-way trade up by 30 per cent, due to strong growth in 2012.

Last year, bilateral trade grew by 40.5 per cent year on year, from US$2.86 billion (Bt84 billion) in 2011 to $4.03 billion in 2012. To drive growth, the two countries

will also strengthen cooperation on trade and investment in other sectors, ready for the opening of the Asean Economic Community in 2015.

Made up of five Asean member states, the rice trade zone will include Laos, Myanmar and Vietnam, in addition to Thailand and Cambodia. It is hoped that the special trade zone will ensure global food security throughout the Asean region as well as stabilise the price of rice on the world market.

Three working committees will be set up among the five countries. The first committee will comprise high level officials and ministers of the so-called Asean 5. The second committee will be made up of senior officials of the Asean Rice Cooperation Committee, which will work closely with the private rice traders of each country, hailing from organisations like Asean Rice Miller and the Trader Federation.

Cambodia confident on ICJ verdict [The Red House occupied by the Thai troops was Ta Mok's guest house]

Despite a lack of media interest in the country, many there believe the ICJ will settle the dispute once and for all - and in their favour

While the Preah Vihear dispute has rekindled nationalist and patriotic sentiments in Thailand, the week-long hearing at The Hague was outwardly met with relative calm across the border.

Coverage in the Cambodian press has been limited after the week of legal argument into Cambodia's request for the International Court of Justice (ICJ) to reinterpret the 1962 ruling. The ICJ is expected to deliver its ruling in October.

The main exception was reporting of Cambodian Prime Minister Hun Sen's call for calm from both sides on Monday, when he addressed several hundred villagers at a pagoda in Prey Veng province to explain Phnom Penh's position.
''I contacted Thai Prime Minister Yingluck Shinawatra and said it doesn't matter what the court's decision is, Cambodia and Thailand will not become enemies because Cambodia and Thailand are like tongue and teeth,'' Hun Sen said, adding he was confident Cambodia would win. ''They cannot be separated from each other.''
One organisation that has been keeping a close watch on local sentiment is the Documentation Centre of Cambodia, which has a nationwide network covering 5,000 villages. The head of the centre, Youk Chhang, said the centre had spoken to about 100 people a day, many of whom had gathered for the Khmer New Year, and noted their opinions about the ICJ hearing. All the interviews - whether in the field, by phone or by email - were transcribed and the names and addresses of the interviewees noted.
Despite the muted media response in the country, he said Preah Vihear was in every Cambodian's heart and they all took a personal interest in the issue.
''Cambodians have recently been taking a more civilised position in regard to the court case and this, I believe, has been influenced by the Khmer Rouge Tribunal,'' he said.
''Even though they know the issues well, they want to respect the legal process and leave it up to the judges to make a final decision.''
The majority of respondents from ethnic groups in Preah Vihear province had the simple belief that Thailand was involved in an audacious land grab and was using its political and military might to not only invade Cambodia, but also influence international opinion.
The area surrounding the temple is home to several indigenous groups, including the Kraol people.
''I became familiar with this issue recently through the media,'' said Saray Poeun, an ethnic Kraol living in Kratie province.
''I'm unhappy to hear that Thailand has always held on to the idea of invading our country. As a Kraol, the temple and land belong to the Kraol people, the Khmer and other ethnic groups in Cambodia. I appeal to the ICJ to find justice for us.''
Other residents of Preah Vihear province complained of the impact the dispute has had on their livelihoods. Saom Pheareak said it was impossible that ''Khmer kings built a temple on land that did not belong to Cambodia. Thailand used military power to seize that land. This act was detrimental to the lives of people along the border.''
A dozen law students and graduates were interviewed about the ICJ hearing, and few found any merit in Thailand's legal argument, describing it as ''lies'' and ''weak''. They all said they expected the ICJ to find in favour of Cambodia, but were unsure of Thailand's willingness to accept the ruling.
''The interpretation could lead to the end of the long territorial conflict between Thailand and Cambodia,'' said 20-year-old law graduate Sok Vanseka.
''But it also depends on the situation in Thailand; they may or may not accept the ICJ decision. Cambodia is not seeking to alter the 1962 verdict which is in effect. Thailand accused Cambodia of falsifying the map in order to occupy 4.6 square kilometres. The Thai argument is very weak.''
Chhay Vannlihuong, 20, a student at the Royal University of Law and Economics in Phnom Penh said: ''Thailand's argument was based upon a lie.
''They used unilaterally produced maps in order to claim the 4.6 square kilometre piece of land. We depend heavily on the maps produced by the French. The Thais said that the ICJ should not reinterpret the ruling, because Thailand has already implemented the 1962 verdict. But I don't agree. If Thailand had respected the decision of the court, we would not have any problems today.''
Several students pointed to Thai ''invasions'' into Cambodian territory over the past 50 years, and a refusal to return antiquities taken from the temple, as proof that Thailand had not respected the 1962 ruling.
Former Khmer Rouge cadres also offered a historical perspective on the dispute and the two small ''Red Houses'' built by military commander Ta Mok, which today stand inside Thai territory.
''Ta Mok's troops had control of the Preah Vihear temple between 1979 and 1991,'' said former Khmer Rouge cadre Vong Pheak.
''The Red Houses inside Thai territory that we can see from our land were built by Ta Mok. After some Khmer Rouge cadres defected from the [Cambodian] government, Thailand took control of the [Red] houses''.

Lawyers for Thailand and Cambodia have completed their oral arguments as the International Court of Justice (ICJ) considers Cambodia's request to reinterpret its 1962 judgement on the dispute surrounding Preah Vihear.
The dispute's re-emergence in 2007 is owed largely to nationalist political forces, particularly the yellow shirt movement in Thailand. Nevertheless, the feud is founded on a legitimate legal disagreement, which the parties are now litigating precisely where they should - before the ICJ. A closer look at the legal issues suggests a path to resolution of a largely unproductive conflict.
The current controversy focuses on the border in the area around the temple. The 1962 judgement awarded the temple complex to Cambodia and required Thailand to withdraw security forces at the temple or ''in its vicinity on Cambodian territory''.
The ICJ reasoned that Thailand had accepted as binding a 1907 map of the frontier prepared by French cartographers, which placed the temple on Cambodian soil. However, the ICJ did not define the vicinity of the temple or discuss the legal status of the 1907 map in its operative part, which sets forth the ICJ's conclusions.
Thai lawyers argued that the ICJ's 1962 conclusions pertained only to the temple and the immediate surrounding area. They contended that Thailand obeyed the judgement by pulling its security forces just outside the temple grounds and that Cambodia had accepted that state of affairs. Thus, they asserted, there is no debate to justify an ICJ reinterpretation.
Cambodian lawyers countered that a dispute does exist and that the judgement gave the 1907 map line binding effect, because the ICJ's 1962 conclusions were inseparable from its reasoning. Thus, they claimed, both the temple and the 4.6 square kilometre strip directly to its west belong to Cambodia.
As it considers the pleadings, the ICJ faces two basic legal questions. Does a dispute exist between Thailand and Cambodia that justifies a reinterpretation of the 1962 judgement? And if the court does reinterpret the judgement, should it find that all or part of the 1907 map is binding?
Cambodia should prevail on the first question. The court found in 2011 that a dispute appeared to exist between the parties, and nothing in the recent oral proceedings should lead the judges to decide otherwise.
Under relevant jurisprudence, there is no statute of limitations on an ICJ reinterpretation, and a dispute need not be made formal to exist. A dispute must simply pertain to the operative part of the judgement or reasons that are deemed to be ''inseparable from the judgement''.
PASSING JUDGEMENT: The United Nations’ highest court on April 15 presides over the Preah Vihear temple dispute between Cambodia and Thailand.
The parties' submissions to the ICJ since 2011 demonstrate, at a minimum, that they interpret differently the operative clauses' references to ''Cambodian territory'' and the ''vicinity'' of the temple. Moreover, Cambodia's counsel presented numerous pieces of evidence to show that the interpretive dispute is hardly new; throughout the 1960s, Prince Norodom Sihanouk and others indicated their disapproval of Thailand's stationing of personnel and erection of a barbed-wire fence in the disputed 4.6 sq km strip.

The more difficult question is whether - or to what extent - the court's reasoning should be read into the binding conclusions of the 1962 judgement. As Thailand's lawyers have emphasised, the court expressly declined Cambodia's request for a ruling on the legal status of the 1907 map in the operative part of the judgement.
Thailand argues, not unreasonably, that this omission demonstrates that the court saw the status of the border and fate of the temple as separable legal questions and that Cambodia simply seeks a ruling the court denied it in 1962. This argument is nevertheless problematic.
As Cambodia's counsel argued in The Hague, one cannot give effect to references to Cambodian ''territory'' in the operative clause without knowing where that territory is. To decide sovereignty over the ''disputed area'' - which the court defined as ''the region of the temple of Preah Vihear'' - the court declared that the ''real'' and ''essential'' question in the case was ''whether the Parties did adopt the [1907] map, and the line indicated on it, as representing the outcome of the work of delimitation of the frontier in the region of Preah Vihear, thereby conferring on it a binding character''.

Prince Thomico retorted that there is no law banning members of the royal family or palace officials from entering politics. He cited Palace Minister Kong Sam Ol, from the ruling CPP, as an example. He said "there is no law banning members of the royal family from entering politics. Sir Kong Sam Ol is both the Minister of the Palace and a member of parliament representing the CPP, so I can serve in the royal cabinet also because it is not against the law"

The first batch of maids from Cambodia could start working in households from July under a pilot scheme by the Ministry of Manpower (MOM) to try out this new source of domestic workers.
According to a report in The Phnom Penh Post last Friday, 400 Cambodian women will be part of the trial.
Before they come over, the maids will receive training for between two and three months, depending on their previous work experience, said maid agencies in Singapore.
Six agencies chosen by the ministry to take part in the scheme were briefed by MOM officers last Monday and told that Cambodian maids will have to be trained before they are deployed in Singapore.
