Anonymous: In Cambodia nowadays they use the law of "the thief is free while the thief's victims go to jail". For example, Born Samnang and Sok Sam Oeun did not kill anyone and were jailed, but the real killers like Chhouk Bandith roams freely. This is Cambodian law enforced in the 20th century.

PHNOM PENH (AFP) — Cambodian rights campaigners on Thursday condemned the sentencing of two men to 20 years in prison for the 2004 murder of a prominent labour leader, saying the verdict was deeply flawed.
Chea Vichea, a vocal critic of Prime Minister Hun Sen's government, was gunned down in broad daylight at a newsstand in the capital Phnom Penh -- a killing decried by activists as an attempt to silence his labour union.
Days later, Born Samnang, now 32, and Sok Sam Oeun, 43, were arrested and jailed for 20 years each in a verdict which rights watchdogs said was based on insufficient evidence.
In 2008 the Supreme Court provisionally released the pair and ordered a retrial. But the Appeal Court on Thursday ruled that there was sufficient proof of their guilt and confirmed the 20-year sentences.
Am Sam Ath, of local rights groups Licadho, said the pair appeared to be innocent victims. "Civil groups still consider the two men as the artificial killers," he told reporters.
The pair shouted "unjust" and called for help from the king and Hun Sen as they were led from the court in handcuffs and taken to prison.
"Let me go. I am not the killer," said Born Samnang.
Sok Sam Oeun's wife, Neang Heng, told reporters her husband had been "full of hope" that he would be acquitted.

The pair's lawyers immediately appealed the ruling, which rights activists said once again failed to deliver justice.
"I am very shocked and disappointed at the lack of independence of the court and at the inability of the court to provide justice in the case," the president of the Cambodian Centre for Human Rights, Ou Virak, told AFP.
Police alleged at the time that the two men were promised 5,000 dollars to carry out the killing. The pair have denied any involvement and said they were framed by a group of police.
Former Phnom Penh police chief Heng Pov, who led the investigation but was himself later jailed on various charges he contended were politically motivated, has also said the two did not kill Chea Vichea.
The late activist founded the Free Trade Union of Workers of the Kingdom of Cambodia along with opposition leader Sam Rainsy, and organised many protests fighting for the rights of garment workers.

Cambodian men jailed 20 years for union chief's murder

Cambodia’s court of appeal jailed two men for 20 years each for the 2004 assassination of a prominent trade union leader, as rights groups condemned the ruling.

I can’t believe it. Now I will have to live alone with my daughter. My husband is a good man, not a killer

Born Samnang, now 29, and Sok Sam Oeun, 32, were arrested soon after unionist Chea Vichea was shot dead in broad daylight in January 2004.
A lower court jailed the men in 2005, until the Supreme Court ordered them released on bail in 2009 pending a review of the case.
Human rights campaigners and United Nations officials have complained repeatedly of procedural irregularities in the case and a lack of evidence against the men.
The UN human rights office and the International Labour Organization in 2009 said it was “beyond doubt” that there was insufficient evidence to convict them.
However, Judge Chuon Sunleng said Thursday the latest investigations had found that the men were indeed guilty, citing numerous witnesses. On top of their prison terms, he ordered them each to pay 1,000 dollars in compensation to Chea Vichea’s family.
As the judge read out the verdict, the men began to weep. “Why? Why?” Born Samnang cried. “I am not a murderer.” The men continued to sob for more than an hour as they were processed for prison.
“I can’t believe it. Now I will have to live alone with my daughter. My husband is a good man, not a killer,” Sok Sam Oeun’s wife, Neang Then said, also crying as she held her 2-year-old daughter.
Hong Kimsuon, the defence lawyer for Sok Sam Oeun, said his client and Born Samnang were innocent. “They did not commit this crime although the judge said they were guilty,” he said.
Lawyers for both men lodged appeals with the Supreme Court immediately after the verdict was announced, he added.
The government has come under criticism this year for using legal action against its critics while promoting what rights groups say is a culture of impunity for the rich and well-connected.Author: Julia Wallace

Those polices look stupid and dumb because they are not waking up, but sleep with crocodiles peacefully.

Khmer people like this victims are so scared because they might be accused as the scapegoat. So, Khmer people ( under the corrupted and evil CPP regime led stupid and dumb Vietnamese puppet Hun Sen ) should be careful with whatever you do, where ever you go, whoever you are with, ... So stay alert and stick together to watch out.

Hun Sen wants to show to the UN and America that he doesn't care about what they had said about his human rights records. He wanted to show them that "scream all you like and I don't care".
Born Samnang and Sok Sam Oeun are completely innocent. The real killers were Hun Sen's death squad because Chea Vichea was his fiercest critic at the time.
