Economics and Youth សេដ្ឋកិច្ច និង​យុវជន​

Recognizing the importance of businesses, government, and civil society in the economic development to every nation, Secretary of State Hillary Rodham Clinton launched the Secretary’s Global Partnership Initiative in 2009.   Through this initiative, the United States is working with partners across sectors, industries, and borders to promote economic growth and opportunity; to invest in the well-being of people from all walks of life; and to make democracy serve every citizen more effectively and justly.  From the questions I receive, it is clear to me that many of you also recognize the importance of the economy.  One recurring question I receive is, “What are your views on the Cambodian economy and Cambodia’s economic progress?”


Many of you already know about the impressive economic growth that Cambodia has achieved over the past decade – you see shops opening, factories being built, and buildings rising higher and higher on Phnom Penh’s skyline.  With an average annual growth in the gross domestic product (GDP) of more than eight percent between 2000 and 2010, and a reduction in the number of people living below the poverty line by seven percent in the last five years, Cambodia is a rising star in Asia.  The large labor pool and the Royal Government of Cambodia’s willingness to allow foreign companies to own 100 percent of their business interests in Cambodia have been important factors in this success.  Growth in Cambodia’s four main economic sectors – garment production, tourism, agriculture, and real estate/construction – continue to expand at a high rate despite continued problems in Europe and an economic slowdown in China.  Cambodia is a country that refuses to let its past dictate its future.

The United States understands the importance of economic issues to the daily lives of Cambodians.  Key parts of our “pivot” toward Asia are expanding U.S. economic and commercial engagement in the region and playing a greater role in economic growth.  As part of our interest in deepening trade and commercial ties with Cambodia, Secretary of State Clinton recently led her largest business delegation ever to the U.S.-ASEAN Business Forum in Siem Reap, and the United States Trade Representative, Ambassador Ron Kirk, our highest ranking trade official, recently announced exploratory discussions on a Bilateral Investment Treaty with Cambodia.  As Ambassador, I intend to build on these efforts to create a more effective commercial partnership between the Cambodian and American business communities.

Despite Cambodia’s impressive record of growth, however, the country faces a number of significant economic challenges.  In addition to issues of transparency, corruption, and rule of law, the Cambodian economy faces the challenge of diversification if it is to continue to grow.  Diversification requires education and training of today’s youth.  With as much as 70 percent of the population under 30 years of age, investment in education is vital to increasing Cambodia’s pool of skilled labor, which will also lead to higher paying jobs.  As Benjamin Franklin once said, “An investment in knowledge pays the best interest.”

To gain a better understanding of how the economy affects Cambodia’s youth, I am pleased to report that my Youth Council met for the first time this past week.  Young people around the world face many challenges, including employment opportunities, with one in eight young persons currently unemployed globally.  Given the importance of this topic, I have asked the Youth Council to provide me with ideas on how the United States can help Cambodia to create the economic conditions that will lead to increased job opportunities for young people.

While economic issues are vitally important, they will not be the Youth Council’s sole focus.  The Embassy’s outreach to the 16-to-30 age group is part of a broader U.S. effort around the world to encourage youth to be engaged on political, economic, and social issues in a peaceful and productive manner.  It is my hope to cultivate, through the Youth Council, young leaders from around Cambodia by dialoguing with them on topics they care about, and using their input and ideas to improve U.S. Embassy programs and policies in Cambodia.   
I want to help the youth feel empowered to effect positive changes in their society.  To do this, the Youth Council members will organize programs, like a youth town hall, that will reach out to young people around the country to solicit a wide-range of views.  It is an exciting prospect to have the youth play a direct role in the diplomatic partnership between Cambodia and the United States, and I look forward to working with the Youth Council and the Cambodian government to continue strengthening our relationship.

​លោកអ្នក​ជាច្រើន​បានដឹង​ ហើយពី​កំណើនសេដ្ឋកិច្ច​គួរអោយ​ចាប់អារម្មណ៍ របស់​ប្រទេស​កម្ពុជា ក្នុង​រយៈពេល​មួយ​ទសវត្ស​កន្លងទៅនេះ​។ លោកអ្នក​ឃើញ​ហាង​កំពុងបើក រោងចក្រ​កំពុង​ត្រូវបាន​សាងសង់ ហើយ​អាគារ​នៅ​ទីក្រុង​ភ្នំពេញ​កាន់តែ​ខ្ពស់​ទៅៗ​។ ជាមួយនឹង​កំណើន​ប្រចាំឆ្នាំ​គិត​ជា​មធ្យម​នៃ​ផលិតផល​សរុប​ក្នុងស្រុក​មាន​ ចំនួន​ជាង ៨% ក្នុង​រយៈពេល​ពី​ឆ្នាំ ២០០០ ដល់​ឆ្នាំ​២០១០ និង​ការថយចុះ​ចំនួន ៧% នៃ​ចំនួន​មនុស្ស​រស់នៅ​ក្រោម​បន្ទាត់​នៃ​ភាពក្រីក្រ ក្នុង​រយៈពេល ៥ ឆ្នាំ​កន្លងទៅនេះ ប្រទេស​កម្ពុជា​គឺជា​ផ្កាយ​កំពុង​រះ​ឡើង​នៅ​តំបន់​អាស៊ី​។

​កំលាំង​ ពលកម្ម​ច្រើន និង​ឆន្ទៈ​របស់​រាជរដ្ឋាភិបាល​ក្នុងការ​អនុញ្ញាតអោយ​ក្រុមហ៊ុន​បរទេស​ កាន់កាប់​ចំណែក ១០០% នៃ​ហ៊ុន​ក្នុង​ក្រុមហ៊ុន​របស់គេ​នៅ​ប្រទេស​កម្ពុជា​គឺជា​កត្តា​សំខាន់​ នៅក្នុង​ជោគជ័យ​នេះ​។ កំណើន​ក្នុង​វិស័យសេដ្ឋកិច្ច​សំខាន់​ទាំង ៤ របស់​ប្រ​ទស​កម្ពុជា ដែលមាន​វិស័យ​សំលៀកបំពាក់ វិស័យ​ទេសចរណ៍ កសិកម្ម និង​វិស័យ​អចលនទ្រព្យ​/​សំណង់ បន្ត​រីកចំរើន​ឡើង​ក្នុង​ល្បឿន​លឿន ទោះបី​ជាមាន​បញ្ហា​ជា​បន្ត​នៅ​អឺរ៉ុប និង​ការ​ថយ​ល្បឿន​សេដ្ឋកិច្ច​នៅ​ប្រទេស​ចិន​ក្តី​។ ប្រទេស​កម្ពុជា គឺជា​ប្រទេសមួយ​ដែល​មិន​បណ្តោយអោយ​អតីតកាល​កំណត់​អនាគត​របស់ខ្លួន​។​

​ សហរដ្ឋអាមេរិក​យល់​ពី​សារៈសំខាន់​នៃ​បញ្ហា​សេដ្ឋកិច្ច​ចំពោះ​ជីវិត​រស់នៅ​ ប្រចាំថ្ងៃ​នៃ​ប្រជាជន​កម្ពុជា​។ ផ្នែក​គន្លឹះ​នៃ​ការ​បង្វែរ​ការយកចិត្ត​ទុកដាក់​របស់​យើង​មក​ទ្វីបអាស៊ី​គឺ​ ការពង្រីក​ចំណងទាក់ទង​ផ្នែក​សេដ្ឋកិច្ច និង​ពាណិជ្ជកម្ម​របស់​សហរ​ដ្ឋ​អាមេរិក​នៅក្នុង​តំបន់​នេះ ហើយ​និង​ការដើរ​តួនាទី​ធំ​ឡើង​ក្នុង​កំណើនសេដ្ឋកិច្ច​។

​ទោះបីជា​ប្រទេស​កម្ពុ​ជាមាន​ប្រវត្តិ​ រីកចំរើន​គួរអោយ​ចាប់អារម្មណ៍​ក្តី តែ​កម្ពុជា​ក៏​នៅតែ​ប្រឈម​នឹង​បញ្ហា​សេដ្ឋកិច្ច​សំខាន់ៗ​មួយចំនួន​ដែរ​។ ជា​បន្ថែម​លើ​បញ្ហា​តំលាភាព អំពើពុករលួយ និង​និតិរដ្ឋ សេដ្ឋកិច្ច​ប្រទេស​កម្ពុជា​ប្រឈម​នឹង​បញ្ហា​ត្រូវ​ពង្រីក​វិស័យ​នានា​អោយបាន ​ច្រើន ដើម្បី​អាច​បន្ត​ការរីកចំរើន​ទៅមុខទៀត​។ ការពង្រីក​ការរីកចំរើន​អោយដល់​វិស័យ​ច្រើន​បន្ថែមទៀត ទាមទារ​ការអប់រំ និង​ការបណ្តុះបណ្តាល​ដល់​យុវជន​សម័យ​បច្ចុប្បន្ន​។

​ដើម្បី​យល់​អោយបាន​ ច្បាស់​ពី​ការដែល​សេដ្ឋកិច្ច​មាន​ឥទ្ធិពល​ទៅលើ​យុវជន​កម្ពុជា ខ្ញុំ​មាន​សេចក្តី​រីករាយ​សូម​ជំរាប​ថា ក្រុមប្រឹក្សា​យុវជន​របស់ខ្ញុំ​បាន​ជួបគ្នា​ជា​លើកដំបូង ក្នុង​សប្តាហ៍​កន្លងទៅនេះ​។ យុវជន​នៅ​ជុំវិញ​ពិភពលោក​មាន​បញ្ហា​ប្រឈម​ច្រើន ដូចជា​ឱកាស​ក្នុង​ការទទួល​បានការ​ងារ​ធ្វើ ដោយមាន​យុវជន​ម្នាក់​ក្នុងចំណោម ៨ នាក់​ក្នុង​ពិភពលោក​គ្មាន​ការងារ​ធ្វើ នៅពេល​បច្ចុប្បន្ន​។ ដោយសារ​ប្រធានបទ​នេះ​មាន​សារសំខាន់ ខ្ញុំ​បាន​សុំអោយ​ក្រុមប្រឹក្សា​យុវជន​របស់ខ្ញុំ ផ្តល់​គំនិត​ដល់​ខ្ញុំ​ស្តីពី​វិធី​ដែល​សហរដ្ឋ​អា មេ​រិ​ក​អាចជួយ​ប្រទេស​កម្ពុជា​បាន ក្នុងការ​បង្កើត​លក្ខ​ខ័​ណ្ឌ​សេដ្ឋកិច្ច ដែលនាំអោយ​មាន​កំណើន​ឱកាស ការងារ​សំរាប់​យុវជន​។​

​ថ្វីបើ​បញ្ហា​ សេដ្ឋកិច្ច​មាន​សារៈសំខាន់​ជា​អាយុជីវិត​ក្តី តែ​វា​មិនមែនជា​បញ្ហា​តែមួយគត់​ដែល​យុវជន​ផ្តោត​ការយកចិត្តទុកដាក់​ទៅលើ​ នោះទេ​។ សកម្មភាព​ទាក់ទងរ​បស់​ស្ថានទូត​ជាមួយ​ក្រុមមនុស្ស​ក្នុង​អាយុ​ពី ១៦ ទៅ ៣០ ឆ្នាំ​គឺជា​ផ្នែក​មួយ​នៃ​ការខិតខំ​របស់​សហរ​ដ្ឋ​អាមេរិក នៅ​ជុំវិញ​ពិភពលោក ដើម្បី​លើកទឹកចិត្ត​អោយ​យុវជន​ចូលរួម​ក្នុង​បញ្ហា​សេដ្ឋកិច្ច សង្គម និង​ន​យោ​យ​បាយ ប្រកបដោយ​សន្តិភាព និង​ផ្លែផ្កា​។

​តាមរយៈ​ ក្រុមប្រឹក្សា​យុវជន​នេះ ខ្ញុំ​សង្ឃឹមថា នឹង​បាន​បណ្តុះ​មេដឹកនាំ​ក្មេងៗ​មកពី​ទូទាំងប្រទេស​កម្ពុជា ដោយ​ធ្វើការ​ពិភាក្សា ជាមួយ​ពួកគេ លើ​ប្រធានបទ​ផ្សេងៗ ដែល​គេ​យកចិត្តទុកដាក់ ហើយ​ប្រើ​អនុសាសន៍ និង​យោបល់​របស់គេ ដើម្បី​កែលំអ​កម្មវិធី និង​នយោបាយ របស់​ស្ថានទូត អាមេរិក នៅ​ប្រទេស​កម្ពុជា​។​

​ខ្ញុំ​ចង់​ជួយ​អោយ​យុវជន​គិតថា គេ​អាច​នាំមក​នូវ​ការប្រែប្រួល​វិជ្ជមាន ក្នុងសង្គម​របស់គេ​។ ដើម្បី​សំរេច​បំណង​នេះ សមាជិក ក្រុមប្រឹក្សា​យុវជន នឹង​រៀបចំ​កម្មវិធី ដូចជា​ការប្រជុំ​ពិភាក្សា​គ្នា​របស់​យុវជន ដែល​នឹង​សួរ​ពី​ទស្សនៈ​នានា​ជាច្រើន​របស់​យុវជន​មកពី​ទូទាំងប្រទេស​។

​ វា​ជាការ​នាំអោយមាន​ក្តីរំភើប​ដែលមាន​យុវជន​ដើរតួនាទី​ដោយផ្ទាល់ ក្នុង​ភាពជា​ដៃគូ​តាម​លក្ខណៈ​ការទូត រវាង​កម្ពុជា និង​សហរដ្ឋអាមេរិក ហើយ​ខ្ញុំ​រីករាយ​នឹងធ្វើ​ការ​ជាមួយ​ក្រុមប្រឹក្សា​យុវជន​នេះ និង​រដ្ឋាភិបាល​កម្ពុជា ដើម្បី​បន្ត​ពង្រឹង​ទំនាក់ទំនង​របស់​យើង​។​
