Hun Sen has been the master and manipulator of Cambodian dirty politics for more than 3 decades. We cannot refute this fact.
He even smart ass enough to:
1. avoid being viewed as a personality cult by not allowing to erect his statues;
2. avoid being viewed as a dictator by conducting national elections and have coalition govt;
3. avoid being viewed as a communist country by allowing to have plural parties; etc.
However, he is:
1. able to order all arm forces to crack down on dissidents mercilessly;
2. use state property and budget to serve his political agenda;
3. use state property and positions as tools for dividing oppositions and buy support from people;
4.
use state resources and govt officers to cover up his crimes and
corruptions and to fool international community again and again, etc,
and etc.
He learns this political survival from his Vietnamese guru. Without the above mentioned tricks, he would have been toppled long time ago.
